Cap that Cup - Season 2 but charitable!

Welcome back in yet another season or edition, if you will, of Cap that Cup - a tournament attempting to make CTF workable in competitive format!
This time we have decided to combine both benefitting two big corporations of RED and BLU, by stealing all the secrets that shouldn't even be out in something as fragile as a briefcase (perhaps a safe?) with benefiting a good cause - that's right, fighting cancer! How? Well, in the period leading up to the tournament (a week or so before it happens) you can donate, and be rewarded with a medal - the minimum donation for a medal is €5; you may also donate during the tournament, and around a week after its conclusion. Few changes have been introduced - new maps, some maps (hint: it's turbine) removed; different merc system in place (you may now get a status of an approved merc and get a medal this way!), skill limitations, a limit on amount of teams; as well as the fact this will be casted but that's the least important part.

Here is a quick rundown:
Match rules:
* For a match to be valid, at least 5 players must be present in each team. That means that a 6v5 or 5v5 match will be valid, but anything below this will be a default win for the team that is full or has the minimal amount of players (5) unless both teams agree to play regardless of that.
*You may have up to 2 subs, and you can have a merc either from a list of our approved ones or the ones that are proposed by your team; the enemy team has to choose either one approved by us or pick from the ones proposed.
*You may not have anyone that isn't part of the match in the spectator mode - you may allow your friends and such to watch the match only through STV.
*Do not attempt to use any exploits or game/balance breaking bugs (such as finding a way around class limitations), that may have an impact on the match - doing so might result in even being kicked from the cup.
*Class limits are 1 for Engineer and Heavy; other classes do not have a limit.
*You may pause the game, but only under a good reason (such as player crashing out, etc) and the other team captain must be told in the chat and agree to it beforehand.

Game rules:
* The time of a set is 60 minutes and the first team to get 3 caps wins the round - matches are BO3; if no team has more rounds won over another within the set time limit, a stalemate round will have to be played (by executing CTF_cup_stalemate.cfg); the stalemate round has no time limits, and the first cap wins the match.
* Intel returns on touch, and cannot be capped, unless your intel is in the base.
* No crits are given upon capturing.
No random bullet/damage spread, no random crits.

Merc rules:
We have changed the merc system a bit. Here is it how it works:

We got our own pool of mercs this time around. So if two teams (A and B) need to play, but team A needs a merc, the following can happen:

  1. Team B gets shown our pool of mercs, one of them gets accepted and they play.
  2. Team B does not accept any of our mercs.

If option 2 happens then team A can search for a merc of their own. If they find one then:

  1. Team B accepts their merc and they play.
  2. Team B does not accept their merc.

If option 2 happens this time then team A can try with another merc if they want. So the following results are possible:

  1. Team B accepts their 2nd merc and they play.
  2. Team A only had one merc. Team B is forced to choose between that merc or one of our mercs.
  3. Team B does not accept the 2nd merc. They are now forced to choose between one of our mercs or one of the two presented by team A.

This should cover it all.
